In 1998, the Hong Kong Government commissioned Jesse B Grove III to undertake a 'fundamental review of the general conditions of contract and in particular the allocation and management of risk in the procurement and works projects'. Groves' findings were published in September 1998 and became known as the Grove Report. It identified shortcomings in the risk allocation adopted in the Hong Kong Government General Conditions of Contract and recommended a series of changes to the standard forms to achieve an equitable risk allocation between the Government and its contractors. |
