	Under the Buildings Ordinance this means the Director of Buildings. A failure to obtain all necessary consents and approvals from the Building Authority when performing works at a property will likely be in breach of the Government Lease and the DMC, making the title to the property defeasible (liable to forfeiture). This interferes with the ability of the owner to sell the property.
